Germany (called The German Empire under an Absolute Monarchy or Prussian Constitutionalism government) played an important role in global events during the later part of Victoria II's period and can easily become the most powerful nation in the game. When Prussia is defeated Austria will be able to form South German Confederation. France will probably desert you for them when they declare on you to "liberate" Lombardia. Army Professionalism and Medicine are incredibly important. Accepting the crown will likely create a Germany composed of all the minor states, but not Prussia if they are still a great power. Prussia will be overwhelmed but make sure the German minors on your side do not peace out by sending troops to assist. Beginning in the 18th century, Austria's hegemony over Germany was challenged by the rise of Prussia in the north, a rivalry which would come to define much of German politics for decades to come.
